SENATE RESOLUTION NO. 77
WHEREAS, The Senate of the State of Texas is pleased to
recognize Dr. Shirley Neeley, who has been named Superintendent
of the Year for 2003 by the Texas Association of School Boards;
and
WHEREAS, Dr. Neeley is superintendent of Galena Park
Independent School District and received her award at the
43rd annual convention of the Texas Association of School Boards
in Dallas in September, representing Region IV Education Service
Center; and
WHEREAS, The award program honors outstanding Texas
administrators for achievement and excellence in public school
administration; superintendents are chosen for their strong
leadership skills, their dedication to improving the quality of
education in their school districts, and their ability to build
good relations among teachers and staff members; and
WHEREAS, Dr. Neeley has been employed by Galena Park
Independent School District since 1975 and became superintendent
of the district in 1995; she attended elementary school, middle
school, and high school in Galena Park and went on to earn a
bachelor's degree from the University of Houston, a master's
degree from Prairie View A&M University, and a doctorate degree
from the University of Houston; and
WHEREAS, Dr. Neeley is active in numerous
professional organizations, and she was recently appointed by
Governor Rick Perry to the Southern Regional Education Board;
she is involved in many community activities and strives to make
residents proud to live in the Galena Park Independent School
District; an outstanding educator and administrator, she is
truly worthy of special legislative recognition; now, therefore,
be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 3rd Called Session, hereby congratulate
Dr. Shirley Neeley on her selection as the Texas Association of
School Boards 2003 Superintendent of the Year and extend to her
sincere best wishes for continued success; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her as an expression of esteem from the Texas Senate.
