SENATE RESOLUTION NO. 78
	WHEREAS, The Senate of the State of Texas is pleased to 
recognize October 12 through 18, 2003, as National Healthcare 
Quality Week and to acknowledge the hardworking members of the 
Texas Gulf Coast Association for Healthcare Quality; and
	WHEREAS, The theme for the 2003 observation is Focus on 
Quality; and         
	WHEREAS, The Texas Gulf Coast Association for Healthcare 
Quality was organized in 1977 to promote educational activities 
that enhance the performance of professional healthcare workers 
in Southeast Texas; this association has close ties to the Texas 
Association for Healthcare Quality and the National Association 
for Healthcare Quality; and
	WHEREAS, Members of the organization include healthcare 
workers involved in performance improvement, risk management, 
utilization review, case management, and healthcare organization 
administration; others in the group are individuals who work with 
medical staffs, hospitals, and clinics and in nonclinical settings
and managed care programs; and
	WHEREAS, The Texas Gulf Coast Association for Healthcare 
Quality empowers healthcare professionals to define and deliver 
outstanding quality and wellness services; these professionals 
work constantly to meet and exceed the expectations of all the 
individuals they assist; and
	WHEREAS, The association seeks to enhance the capacity of 
healthcare professionals to measure and improve the quality of 

their work; educational programs provide them with opportunities 
to focus on the processes of current healthcare delivery, 
applications, and theory, and networking opportunities allow 
them to share best practices and methodologies to improve 
healthcare; and
	WHEREAS, The Texas Gulf Coast Association for Healthcare 
Quality has 167 members, and a voluntary board of officers 
preserves the mission, vision, and purpose of the association 
and coordinates educational efforts; now, therefore, be it
	RESOLVED, That the Senate of the State of Texas, 
78th Legislature, 3rd Called Session, hereby recognize the week 
of October 12 through 18, 2003, as Healthcare Quality Week and 
urge citizens to support the many healthcare professionals 
involved in the Texas Gulf Coast Association for Healthcare 
Quality; and, be it further
	RESOLVED, That a copy of this Resolution be prepared for 
the association as an expression of esteem from the Texas Senate.
