SENATE RESOLUTION NO. 87

	WHEREAS, The Senate of the State of Texas is pleased to 
recognize Dr. James R. Anderson on the occasion of his 15th 
anniversary as chancellor of Central Texas College in Killeen; 
and

	WHEREAS, Dr. Anderson has provided exemplary leadership to 
Central Texas College since September 13, 1988, when he took the 
helm of the institution; and

	WHEREAS, Due to his vision, the college has added such 
state-of-the-art facilities as a planetarium and space theater, 
a natatorium and physical fitness complex, and a nursing and 
science center to better serve the interests and needs of the 
students; and

	WHEREAS, Through his leadership, the college has become a 
world leader in distance education; he refurbished facilities 
to include the construction of a fiber network that supports a 
worldwide distance learning program based in Killeen; the network
enables the school to provide 80 percent of all distance learning 
through EArmyU; and

	WHEREAS, Dr. Anderson has provided learning opportunities 
for Fort Hood soldiers and their dependents by constructing a 
30,000-square-foot permanent facility on the base; he has also 
provided educational opportunities for 140,000 service members 
in the Army, Navy, Air Force, Marine Corps, and Coast Guard on six 
campuses, at 120 embassies, aboard naval ships, and at 160 other 
sites worldwide; and

	WHEREAS, By securing military contracts for the school, 
Dr. Anderson has brought out-of-state funds to promote economic 
development in the Central Texas region, and he has helped to 
create extensive job opportunities for local residents; and

	WHEREAS, A wise steward of the school's resources, 
Dr. Anderson has made Central Texas College one of the most 
financially solid community colleges in the state; and

	WHEREAS, Dr. Anderson's many accomplishments reflect his 
dedication to Central Texas College and his exceptional skills 
as an administrator in the field of higher education; now, 
therefore, be it

	RESOLVED, That the Senate of the State of Texas, 
78th Legislature, 3rd Called Session, hereby commend 
Dr. James R. Anderson on his many achievements as chancellor 
of Central Texas College and extend congratulations to him on 
the occasion of his 15th anniversary; and, be it further

	RESOLVED, That a copy of this Resolution be prepared for 
him as an expression of esteem from the Texas Senate.
