SENATE RESOLUTION NO. 103
WHEREAS, The Senate of the State of Texas is pleased to recognize John P. Kelly, who retired August 31, 2003, after more than 35 years of outstanding service with the Texas Department of Transportation; and WHEREAS, John first joined the department in 1968 as a summer-hire engineering technician; he began full-time work in 1971 in the Dallas District, where he served as a construction engineering assistant, bridge design engineer, and roadway design engineer; and WHEREAS, John became assistant district planning engineer responsible for Texas 190, known as the George Bush Tollway, and was later the project manager of the North Central Expressway, the largest highway project in the department's history up to that time; he developed a prototype traffic management system and unique architectural treatments for the high-traffic corridor, and the project has subsequently won several national awards; and WHEREAS, From 1993 until his retirement, John served as district engineer for the San Antonio District, where he was responsible for a 12-county area covering 12,500 miles of highway; under his leadership, the district implemented the TransGuide intelligent transportation system, which has been noted worldwide for its advanced technology; the district was also recognized nationally in the late 1990s for having the best-maintained highways in the country; and WHEREAS, For his many contributions to transportation in the State of Texas, he received the 1991 Luther DeBerry Award; and WHEREAS, John Kelly is admired and respected by his colleagues, and his expertise and wise leadership in the Texas Department of Transportation will be greatly missed; and WHEREAS, Many of his friends and colleagues are gathering to celebrate with John at a Razorback Retirement Roundup at the Enchanted Springs Ranch on October 4, 2003; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 78th Legislature, 3rd Called Session, hereby commend John P. Kelly on his exceptional service to our state and extend to him best wishes for the retirement years ahead; and, be it further RESOLVED, That a copy of this Resolution be prepared for him as an expression of esteem from the Texas Senate.
