SENATE RESOLUTION NO. 107
	WHEREAS, The Senate of the State of Texas is pleased to 
recognize Lights on Afterschool! and The Three ABC's to the 
Circle of Life Youth Program in Dallas for their outstanding 
contributions to the education and development of children; and
	WHEREAS, Lights on Afterschool! is a project of the 
Afterschool Alliance, a nonprofit organization dedicated to 
ensuring that all children have access to after-school programs 
by 2010; The Three ABC's to the Circle of Life Youth Program is 
sponsored by the Dispute Mediation Service of Dallas County 
for the purpose of teaching youth how to settle disputes in a 
nonviolent manner; and
	WHEREAS, On October 9, 2003, more than 5,000 communities 
across the nation will observe the fourth annual Lights on 
Afterschool!, a celebration of the vital role that after-school 
programs play in keeping children safe, improving their academic 
achievement, and helping working families; and 
	WHEREAS, In Dallas, Lights on Afterschool! will take 
place at the Larry Johnson Recreation Center and will be 
sponsored by the Dispute Mediation Service, Incorporated, the 
National Association for the Advancement of Colored People, 
the City of Dallas Parks and Recreation centers, and the Youth 
Conflict Resolution Center; and
	WHEREAS, Participants in the event will play conflict 
resolution games, learn about voting at a mock voters registration
booth, and hear a presentation by the Buffalo Soldiers; and
	WHEREAS, The national supporters of Lights on Afterschool!
are the JCPenney Afterschool Fund, the C. S. Mott Foundation, 
the Ewing Marion Kauffman Foundation, and the Open Society 
Institute; and
	WHEREAS, After-school programs and conflict resolution 
training help to keep children safe and have a positive impact on 
their lives, their families, and the community; now, therefore, 
be it
	RESOLVED, That the Senate of the State of Texas, 
78th Legislature, 3rd Called Session, hereby commend Lights on 
Afterschool! and The Three ABC's to the Circle of Life Youth 
Program for their dedicated work on behalf of many deserving 
children and extend best wishes to all associated with these 
programs; and, be it further
	RESOLVED, That a copy of this Resolution be prepared 
for the Dallas presentation of Lights on Afterschool! as an 
expression of esteem from the Texas Senate.
