No significant fiscal implication to the State is anticipated.

The bill makes changes to the Commission on Environmental Quality's (TCEQ) performance-based regulatory program. Changes would apply only to permits or permit amendments filed after the date that final rules would be published in the Texas Register and to enforcement actions occuring on or after that date.

The bill would take effect immediately, assuming that it received the requisite two-thirds majority votes in both houses of the Legislature, otherwise it would take effect January 15, 2004.

None of the changes made by the bill is expected to result in significant fiscal implications to the TCEQ.


Local Government Impact

No fiscal implication to units of local government is anticipated.
