	Amend the proposed Committee Substitute to HJR 1 as follows:                 
	On page 3, lines 9-17, Section 47, Article III, Texas 
Constitution, replace the existing subsection (f)(4)(C) with the 
following new subsection (f)(4)(C):  "the Kickapoo Traditional 
Tribe of Texas, which, under an agreement with this State in the 
form prescribed by general law or negotiated by the governor and 
ratified by the Legislature, operates the games on premises 
designated by the tribe for video lottery activity on land owned or 
leased by the Kickapoo Traditional Tribe of Texas in a county that 
borders the Gulf of Mexico and has a population of no more than 
350,000 according to the 2000 United States Census, provided, that 
the tribe shall not be permitted to simultaneously operate video 
lottery terminals at more than one location within the State, which 
do not include trust lands held for the benefit of the Kickapoo 
Traditional Tribe of Texas;"
	On page 3, line 22, Section 47, Article III, Texas 
Constitution, amend subsection (f)(5) by inserting "provided that 
no entity listed in subsection (f)(4) shall be allocated fewer than 
2000 video lottery terminals." between "revenue" and ";".
