SRC-JGS S.B. 10 78(4) BILL ANALYSIS Senate Research Center 78S40341 AJA-D S.B. 9 By: Zaffirini Education 5/7/2004 As Filed DIGEST AND PURPOSE In 2001, the 77th Legislature passed H.B. 3343, which created the first statewide health insurance program for public school employees. As part of the program, the state committed $1,000 per year per employee, passed by the district to the employee for insurance premiums, medical savings or income. During the 78th Legislature, this $1,000 allotment was reduced to $500. As filed, S.B. 9 restores the employee allotment to its original amount of $1,000. RULEMAKING AUTHORITY Rulemaking authority is expressly granted to the Teacher Retirement System of Texas in SECTION 1 (Sections 1580.002 and 1580.152, Insurance Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1. Reenacts Chapter 1580, Insurance Code, to restore the Active Employee Health Coverage or Compensation Supplementation to its original amount of $1,000. SECTION 2. Repealer: (1) Section 57, Chapter 201, Acts of the 78th Legislature, Regular Session, 2003 (amending Section 2, Article 3.50-8, Insurance Code); and (2) Chapter 313, Acts of the 78th Legislature, Regular Session, 2003 (amending Article 3.50-8, Insurance Code). SECTION 3. Effective date: 90 days after adjournment. Makes application of this Act prospective.
