SRC-JGS S.J.R. 4 78(4) BILL ANALYSIS Senate Research Center S.J.R. 4 By: Harris Administration 4/20/2004 As Filed DIGEST AND PURPOSE S.J.R. 4 proposes a constitutional amendment relating to the appropriations for the preservation and perpetuation of certain items of historical value to Texas. Additionally, the amendment allows the legislature and state agencies to accept gifts of historical value and contributions to purchase such items. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 39, Article XVI, Texas Constitution, as follows: Sec. 39. Adds films, videotapes, audiotapes, computer files or other electronic storage media as documents of historic value for which the legislature may make appropriations for the purpose of preserving the history of Texas. Authorizes the legislature or an agency of the state to accept on behalf of the state, gifts of historical value and contributions to purchase items of historical value. SECTION 2. Requires this proposed constitutional amendment to be submitted to the voters at an election to be held November 2, 2004. Requires the ballot to be printed to permit voting for or against the proposition.
