A BILL TO BE ENTITLED
AN ACT
relating to administrative consolidation among school districts.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter A, Chapter 11, Education Code, is
amended by adding Section 11.004 to read as follows:
Sec. 11.004. ADMINISTRATIVE CONSOLIDATION. (a) The
commissioner shall develop and implement a program allowing a
school district board of trustees to enter into an agreement with
another district in the same geographical area for consolidation of
administrative services, including transportation, food service,
purchasing, and payroll functions. The program may include
reasonable incentives to encourage districts to enter into an
agreement, as determined by the commissioner.
(b) An agreement under this section must contain an
explanation of how the consolidation would allow the participating
school districts to reduce costs, operate more efficiently, and
improve educational quality.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect on the 91st day after the last day of the
legislative session.
