A BILL TO BE ENTITLED

AN ACT

relating to the amounts to be appropriated for the state 
contribution to the teacher retirement program for fiscal year 
2005.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Chapter 1330, Acts of the 78th Legislature, 
Regular Session, 2003 (the General Appropriations Act), is amended 
on page III-35 by increasing the amount of the estimated 
appropriation to the Teacher Retirement System in Strategy A.1.1 
for the fiscal year ending August 31, 2005, by $235,000,000.
	SECTION 2.  Rider 3 following the appropriations to the 
Teacher Retirement System on page III-37, Chapter 1330, Acts of the 
78th Legislature, Regular Session, 2003 (the General 
Appropriations Act), is amended to read as follows:
	3.   State Contribution to Teacher Retirement Program.  For 
the fiscal year 2004, the [The] amounts specified above in A.1.1, 
TRS-Public Education Retirement, and A.1.2, TRS-Higher Education 
Retirement, are based on a state contribution of 6.00 percent of 
payroll for that [each] fiscal year, estimated.  For the fiscal year 
2005, the amount specified in A.1.1, TRS-Public Education 
Retirement, is based on a state contribution of 7.00 percent of 
estimated payroll and the amount specified in A.1.2, TRS-Higher 
Education Retirement, is based on a state contribution of 6.00 
percent of estimated payroll.
	SECTION 3.  This Act takes effect September 1, 2004.
