A BILL TO BE ENTITLED
AN ACT
relating to the requirements for renewal of a concealed handgun
license.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 411.185, Government Code, is amended by
adding Subsection (e) to read as follows:
(e) Notwithstanding any other provision of this subchapter,
a veteran may not be required to complete the range instruction
portion of a handgun proficiency course to renew a concealed
handgun license issued under this subchapter. In this subsection,
"veteran" means an individual who served in:
(1) the army, navy, air force, coast guard, or marine
corps of the United States; or
(2) an auxiliary service of one of those branches of
the armed forces.
SECTION 2. (a) This Act takes effect immediately if it
receives a vote of two-thirds of all the members elected to each
house, as provided by Section 39, Article III, Texas Constitution.
If this Act does not receive the vote necessary for immediate
effect, this Act takes effect on the 91st day after the last day of
the legislative session.
(b) The change in law made by this Act applies to an
application for renewal of a concealed handgun license submitted to
the Department of Public Safety on or after the effective date of
this Act. An application for renewal that is submitted to the
Department of Public Safety before the effective date of this Act is
covered by the law in effect when the application was submitted, and
the former law is continued in effect for that purpose.
