AN ACT
relating to the annexation of territory by a junior college
district.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter D, Chapter 130, Education Code, is
amended by adding Section 130.074 to read as follows:

is limited to residents of the territory proposed for annexation, a
junior college district located in a county that has a population of
more than 3.3 million may not annex territory to the district by
election unless the annexation is approved by a majority of the
residents of the territory proposed for annexation who vote in the
election.

a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2004.
