R E S O L U T I O N
WHEREAS, The retirement of Dr. Carolyn Bukhair as
superintendent of the Richardson Independent School District (ISD)
on June 30, 2004, concludes a lengthy and impressive career
dedicated to students of the Lone Star State; and
WHEREAS, Dr. Bukhair holds a bachelor's degree from Lamar
University, a master's degree from Southern Methodist University,
and a doctorate in education from the University of North Texas; and
WHEREAS, Over the course of 38 outstanding years in the field
of education--29 of those years with the Richardson ISD--Dr.
Bukhair served as a fourth-grade classroom teacher and secondary
reading consultant before becoming director of elementary
education, principal, assistant to the superintendent, area
assistant superintendent, assistant superintendent for the
division of instruction, and associate superintendent for
instructional support services; and
WHEREAS, Since accepting the top leadership post of the
Richardson ISD in 1996, Dr. Bukhair has overseen the addition of six
new schools, the renovation of existing buildings, and the opening
of the Newcomer Intake Center; under her guidance, the district has
also strengthened academic programs, joined the Texas Scholars
Program, increased its budget by 65 percent, enhanced technology on
all campuses, and established a partnership with the City of
Richardson to build a fiber optic network connecting district
facilities; and
WHEREAS, In tribute to the many ways her work has benefited
the schoolchildren of her district, Dr. Bukhair was named one of the
top five superintendents in the state in 1999 and 2003, and the
Richardson School Board has named a new elementary school in her
honor; and
WHEREAS, When she retires, this highly regarded individual
anticipates spending more time with her children and grandchildren,
attending ball games, and becoming more active in church and civic
endeavors; and
WHEREAS, Throughout her career, Dr. Bukhair has set high
standards to which all educators and administrators may aspire, and
she is indeed worthy of special recognition at this time; now,
therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 4th Called Session, hereby commend Dr. Carolyn Bukhair
on the occasion of her retirement as superintendent of the
Richardson Independent School District and extend to her sincere
best wishes for happiness and fulfillment in the years ahead; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for Dr. Bukhair as an expression of high regard by the
Texas House of Representatives.
