R E S O L U T I O N
WHEREAS, April 30, 2004, marks the retirement of Texas Ranger Senior Captain and Chief C. J. Havrda from the Texas Department of Public Safety (DPS), drawing to a close an outstanding 34-year career with the State of Texas; and WHEREAS, Chief Havrda was born in Hallettsville and attended high school in Corpus Christi; he earned his bachelor's degree in criminal justice from Corpus Christi State University and entered the DPS Academy on October 22, 1969; and WHEREAS, After graduating from the academy on March 1, 1970, Chief Havrda served as a Texas state trooper in Rockport and held assignments in Victoria and Sinton before receiving a promotion to Trooper II on February 1, 1976; he earned a second promotion to Texas Ranger Sergeant on December 1, 1981, and transferred to Midland; and WHEREAS, On February 1, 1990, he became lieutenant and moved to San Antonio; promoted to captain of D Company in July 1993 and Texas Ranger captain on December 1, 1996, Chief Havrda remained in San Antonio and was made senior captain and chief of the Texas Rangers on September 1, 2001; and WHEREAS, In all his endeavors, Chief Havrda has enjoyed the love and support of his wife, Lora, and their two sons, Jason and Steven; retirement will undoubtedly afford him the opportunity to spend more time with his family as well as indulge in his favorite leisure activities; and WHEREAS, Throughout his distinguished tenure, Chief Havrda has served the State of Texas with integrity and dedication, and he has earned the lasting respect of all who have been privileged to work with him; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 4th Called Session, hereby congratulate Texas Ranger Senior Captain and Chief C. J. Havrda on his retirement from the Texas Department of Public Safety and extend to him sincere best wishes for future happiness; and, be it further RESOLVED, That an official copy of this resolution be prepared for Chief Havrda as an expression of high regard by the Texas House of Representatives.
