H.R. No. 45
R E S O L U T I O N
WHEREAS, Scott Stewart of Austin truly merits special
recognition for the important contributions he has made as
president of the Student Government Association (SGA) at Austin
Community College (ACC) for the 2003-2004 school year; and
WHEREAS, In his term, Mr. Stewart has instigated a number of
improvements to SGA procedures and programs; perhaps his most
important achievement has been changing the system that required
students to fill out an application, maintain a certain grade point
average, attend a set amount of meetings, and serve on a committee
in order to vote, resulting in a meager 10 to 20 students being
allowed to participate in campus elections; Mr. Stewart ran his
campaign on a platform to change this exclusionary system, and he
was successful in this endeavor; the college now has a new
constitution that allows for open elections in which all students
may vote; and
WHEREAS, Other accomplishments that this campus leader may
look back on with pride include the creation of a student senate
that gives ACC students greater representation than the previous
five-member executive council, the introduction of Internet
voting, the development of an SGA scholarship fund, and a voter
registration drive that resulted in a record number of students
voting in the ACC bond election; and
WHEREAS, Functioning as a crucial link between students and
ACC administration and faculty, the SGA acts as an advocate for
student concerns and issues; with his exemplary leadership,
dedication, and hard work, Scott Stewart has undoubtedly improved
the quality and value of the educational experience at ACC by
ensuring that more student voices may be heard; now, therefore, be
it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 4th Called Session, hereby commend Scott Stewart for
his outstanding service as Student Government Association
president of Austin Community College and extend to him best wishes
for success in all of his future endeavors; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Stewart as an expression of high regard by the
Texas House of Representatives.
