R E S O L U T I O N
WHEREAS, Residents of Plano lost one of the city's most
prominent citizens and community leaders with the death of David B.
McCall, Jr., on February 17, 2004, at the age of 79; and
WHEREAS, Known as "Mr. Plano," the former mayor is widely
credited with shaping that city's transformation from a sleepy
farming town into a vital and thriving suburb of Dallas; born in
1924 in Snow Hill, David McCall received degrees from Louisiana
Tech University and Southern Methodist University and served in the
U.S. Marine Corps before moving to Plano in 1946 with his wife,
Nellie; from 1952 to 1955, he served as school principal,
basketball coach, and football game announcer--all on one salary,
he liked to joke--for Plano Elementary School, now Mendenhall
Elementary; and
WHEREAS, In 1955, Mr. McCall purchased an insurance agency,
and the David McCall Insurance Agency has remained a fixture in
downtown Plano for decades; he went on to establish the Plano
Savings and Loan Association in 1963 and served as its chief
executive officer for 26 years; together with a group of fellow
residents, he later purchased a controlling interest in First
National Bank of Plano, serving as its board chairman for 13 years;
and
WHEREAS, During Mr. McCall's tenure in the mayor's office,
from 1956 to 1960, Plano underwent unprecedented growth; the
population of the town doubled, concrete streets replaced asphalt
roads, stop signs were posted at intersections, and the city
installed its 1,000th telephone and purchased its first garbage
truck; under Mayor McCall's guidance, a city charter commission was
established, the first subdivision rules and regulations went into
effect, and the first zoning ordinance was passed; and
WHEREAS, Perhaps his most visionary initiative as mayor was
recommending that Plano join a handful of neighboring
municipalities to form a common water district; today, the North
Texas Municipal Water District provides water services to more than
one million customers, and Plano is recognized as a regional and
state leader in water quality and conservation programs; Mr. McCall
served as a member of the water district's board for more than 20
years; and
WHEREAS, In his later years, Mr. McCall continued to maintain
a 241-acre farm near his childhood home in Snow Hill, and he
remained active in organizations such as the Plano Chamber of
Commerce, the Plano Sunrise Rotary Club, and the First Baptist
Church; twice named Citizen of the Year, he was honored by the city
in 2004 with the dedication of the Texas Sesquicentennial downtown
plaza in his name; and
WHEREAS, Throughout his extraordinary life, Mr. McCall
enjoyed the love and support of his devoted wife of nearly 60 years,
Nellie, and their two sons, David McCall III, a respected Plano
attorney, and Brian McCall, who has distinguished himself as a
member of this chamber; and
WHEREAS, David McCall, Jr., devoted his life to making Plano
a better place to live, to work, and to raise a family; beloved by
all who knew him, he will be sorely missed, but his legacy of public
spirit and the profound impact he had on one remarkable Texas town
will not soon be forgotten; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 4th Called Session, hereby pay special tribute to the
life of David B. McCall, Jr., and that sincere sympathy be extended
to the members of his family: to his wife, Nellie Hutchins McCall;
to his son, David McCall III, and his wife, Jenny; to his son, Brian
McCall; to his grandchildren, Cam and Meredith McCall; to his
great-grandson, Hunter McCall, and to his other relatives and many
friends.
