R E S O L U T I O N
WHEREAS, The legal community of Jefferson County has lost a
highly respected member with the passing of John Dudley Rutland on
February 8, 2004; and
WHEREAS, This native Texan was born and raised in Austin;
after graduating from Austin High School, Mr. Rutland enlisted in
the U.S. Army and served his country in the Korean War, receiving an
honorable discharge in 1954; he shortly earned a B.B.A. in 1956 from
The University of Texas at Austin, and, five years later, he earned
his J.D. from the University of Houston School of Law; and
WHEREAS, An accomplished attorney, Mr. Rutland had been
admitted to practice law in Texas, the U.S. Federal Court, and the
U.S. Supreme Court; his career began in the Legal Aid Office of
Jefferson County before he opened his own practice in Beaumont; in
the past 10 to 15 years, he championed the cause of fellow veterans
in disputes involving social security benefits, most recently
consulting for the firm of Packard, Packard, and LaPray in such
cases; and
WHEREAS, Involved in several professional organizations,
Mr. Rutland was a member of the American Bar Association, the Texas
State Bar Association, the Jefferson County Bar Association, the
Port Arthur Bar Association, the National Organization of Veterans'
Advocates, Inc., and the American Legion of Veterans Association;
and
WHEREAS, For over four decades, Mr. Rutland distinguished
himself as a dedicated advocate for many requiring effective and
fair representation in our courts; a man of exceptional character,
he will be greatly missed by all who had been fortunate to know him;
now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 4th Called Session, hereby pay tribute to the life of
John Dudley Rutland and extend sincere sympathy to the members of
his family: to his sons, Joseph Blake Rutland and Jason Darby; to
his brothers-in-law, John H. Brand and Fred Ennen; to his nieces,
Nancy Schaefers, Debbie Fainstein, and Ann Pope; to his nephews,
Jim Brand, David Brand, and Bill Ennen; to his cousins, Bayliss
Hunter and Arragene Martin; and to his other relatives and friends;
and, be it further
RESOLVED, That an official copy of this resolution be
prepared for the members of his family and that when the Texas House
of Representatives adjourns this day, it do so in memory of John
Dudley Rutland.
