R E S O L U T I O N
WHEREAS, Philanthropists Emmett and Miriam McCoy have announced a gift of $20 million to Texas State University--San Marcos, to be used to create the Emmett and Miriam McCoy College of Business Administration; and WHEREAS, The largest single gift in the history of Texas State University--San Marcos, the McCoys' donation will fund a new building for the college, as well as endowed chairs, distinguished professorships, undergraduate and graduate scholarships, and faculty, student, and program development; and WHEREAS, University officials anticipate that the new college will serve 3,500 undergraduate majors, about 1,500 undergraduate minors, and more than 450 graduate majors; the college will be composed of the departments of accounting, management, marketing, computer information systems and quantitative methods, and finance and economics; and WHEREAS, McCoy Hall is expected to open in the spring of 2006 and will include a 150-seat teaching theater, named in memory of the McCoys' late son Dennis and in honor of his wife, Cindy; and WHEREAS, Emmett McCoy, formerly the president and chief executive officer of McCoy's Building Supply Centers, announced the magnificent gift on behalf of his wife and himself on February 27, 2004, his 81st birthday; and WHEREAS, Esteemed members of the San Marcos community for more than 30 years, the McCoys moved to that city with their four children, Mike, Brian, Dennis, and Brenda, when they relocated the company headquarters there in 1972; and WHEREAS, Now one of the largest family-owned businesses in its industry, McCoy's Building Supply Centers was established by Frank McCoy, Mr. McCoy's father, in Houston in 1923 as a contract roofing company; Frank McCoy moved the business to Galveston four years later and eventually began selling building supplies; and WHEREAS, Emmett McCoy joined the company after returning home from service in World War II, and in 1952 he succeeded his father as head of the business; the company was thriving and beginning to expand into other towns when Hurricane Carla hit the Texas Gulf Coast in 1961 and sent the demand for building supplies soaring; Mr. McCoy's firm soon had annual sales of more than $1 million--partly because it had not raised its prices in the wake of the storm--and in 1964 the booming company became McCoy's Building Supply Centers; and WHEREAS, Emmett McCoy retired in 1997, and the company is now directed by his son Brian; today the business employs more than 2,000 people and operates 86 stores in five states--Arkansas, Mississippi, New Mexico, Oklahoma, and Texas; and WHEREAS, In consequence of Mr. and Mrs. McCoy's extraordinary generosity, the Emmett and Miriam McCoy College of Business Administration is poised to become one of the best such colleges in the state, and Texas State University has gained immeasurable distinction; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 4th Called Session, hereby warmly congratulate Emmett McCoy on the occasion of his 81st birthday and extend to Emmett and Miriam McCoy deepest appreciation for a gift to Texas State University--San Marcos that will benefit Texans and the Lone Star State for generations to come; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. and Mrs. McCoy as an expression of high regard by the Texas House of Representatives.
