R E S O L U T I O N
WHEREAS, A strong, effective system of free public education
for all youth is essential to our democratic system of government;
and
WHEREAS, The United States has made considerable progress in
the social, technological, and scientific fields due to our system
of free and universal public education and to our qualified and
dedicated teachers, who have equipped their students with the
skills necessary to achieve their full potential; and
WHEREAS, Given the pivotal role that educators play in the
lives of young people, the National Education Association and the
National Parent Teacher Association are recognizing May 2-8, 2004,
as Teacher Appreciation Week; at this time, it is a pleasure to
honor an outstanding Texas educator, Horacio "Lacho" Garza of
Edinburg, for his exemplary contributions in the field of
education; and
WHEREAS, A valued educator at Sharyland High School in
Mission since 1983, Mr. Garza has brought to his post a wealth of
knowledge, having obtained a bachelor's degree in agriculture
economics and teacher certification from Texas A&I University and a
master's degree in agriculture education and horticulture
certification from Texas A&M University--Kingsville; currently the
head of the career and technology department and an agriculture
science teacher at the school, he has made a positive difference in
the lives of countless students; and
WHEREAS, This notable man is active in a host of professional
organizations, including the national and state FFA, the National
Association of Agriculture Educators, and the Vocational
Agriculture Teachers Association of Texas; Mr. Garza has
distinguished himself in a variety of leadership roles within each
organization, ably serving on governing boards and committees and
helping to shape agriculture education in the Lone Star State; and
WHEREAS, His many contributions have not gone unnoticed; in
1987 the Texas FFA bestowed on Mr. Garza its State Honorary Lone
Star Farmer Award, and in 2003 the National FFA conferred on him
both its Honorary American Farmer Degree Award and its
Distinguished Service Award; he has also been named the Sharyland
High School Teacher of the Year for 2003-2004; and
WHEREAS, Representative Aaron Peña, in celebration of
Teacher Appreciation Week, has appropriately recognized this
remarkable educator for his steadfast commitment to public
education; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 4th Called Session, hereby honor Horacio "Lacho" Garza
for his exceptional efforts in behalf of his students and extend to
him sincere best wishes for continued success; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Garza as an expression of high regard by the Texas
House of Representatives.
