H.R. No. 218
R E S O L U T I O N
WHEREAS, The family and friends of J. Harold Brooks were
deeply saddened when this distinguished son of Houston passed away
on February 24, 2004, at the age of 63; and
WHEREAS, Born on August 10, 1940, Mr. Brooks was raised in
Houston's Fifth Ward and graduated from Phillis Wheatley Senior
High School in 1958; a gentleman of outstanding intellect, he
received a bachelor of arts degree in sociology from Texas Southern
University before earning a bachelor of law degree from Texas
Southern University's Thurgood Marshall School of Law, where he
ranked first in his class and brought great acclaim to the
university after achieving the highest score on the bar examination
of the State Bar of Texas; and
WHEREAS, Mr. Brooks's strong social conscience led him to
participate in the numerous sit-ins that ultimately resulted in the
integration of the Foley's lunch counter in Houston; in addition,
he took part in the historic March on Washington in 1963; and
WHEREAS, A talented attorney who lived through a turbulent
era of American history, Mr. Brooks retired to Oakland, California,
after an exemplary 30-year career with the federal government in
New York City; his efforts in support of civil rights made him a
source of tremendous pride for everyone in the Fifth Ward, and his
memory will not soon be forgotten; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislative, 4th Called Session, hereby pay tribute to the life of
J. Harold Brooks and extend sincere sympathy to the members of his
family: to his daughters, Shelly, Kelly, and Lesley; to his former
wife, Iris; to his brothers, Jerome and A. J.; to his sisters,
Janice, Evelyn, Silvia, and Joyce; to his nieces, Stephanie and
Tamara; to his nephews, Alvin and Damani; and to his other relatives
and many friends; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for his family and that when the Texas House of
Representatives adjourns this day, it do so in memory of J. Harold
Brooks.
