H.R. No. 230
R E S O L U T I O N
WHEREAS, The San Antonio community has suffered a profound
loss with the passing of committed advocate and community leader
Herschel "Herky" Bernard on April 28, 2004, at the age of 77; and
WHEREAS, A native Texan, Mr. Bernard was born and raised in
the Alamo City; he graduated from Jefferson High School and worked
hard to put himself through the University of Wisconsin before
going on to earn a law degree from The University of Texas; and
WHEREAS, This esteemed gentleman held a private practice in
business and tax law, where he served his clients with the utmost
distinction; in addition, he was a key figure in the Bexar County
Democratic Coalition, and used his many talents in support of
coalition-backed candidates; and
WHEREAS, With a fiery spirit fueled by love, charity, and an
unerring sense of fairness, Mr. Bernard devoted his life to helping
the underprivileged and underrepresented achieve justice, freedom,
and equality; as a young man, he helped to integrate Joske's
restaurants, and the bold advocacy he displayed throughout his life
was motivated by moral obligation, rather than personal gain; and
WHEREAS, Mr. Bernard was highly regarded by his community as
a mentor, and countless people claimed him as a dear friend; he
served as a shining example of benevolence, charity, and activism,
and his legacy of achievements will not soon be forgotten; now,
therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 4th Called Session, hereby pay special tribute to the
life of Herschel "Herky" Bernard and extend deepest sympathy to his
family: to his wife, Loretta; to his sons, Michael and Jeremy; to
his grandchildren, Samuel and Sophia; to his sisters, Gerta Katz
and Sylvia Thompson; and to the other relatives and many friends of
this beloved gentleman; and, be it further
RESOLVED, That an official copy of this resolution be
prepared for the members of his family and that when the Texas House
of Representatives adjourns this day, it do so in memory of Herschel
Bernard.
