R E S O L U T I O N
WHEREAS, Santos A. Encina, Sr., retired from his position as
bailiff of the 37th State District Court on April 30, 2004, bringing
to a close an exceptional career in government service; and
WHEREAS, Over the course of his outstanding 30-year tenure,
Mr. Encina ably served under Judge David A. Berchelmann, Jr., for
the past 13 years and Judge John Cornyn III for five years;
moreover, this longtime public servant witnessed the terms of five
different sheriffs during his career; and
WHEREAS, From enjoying baseball to watching classic horror
movies, Mr. Encina is a man of diverse interests who has won many
friends with his amiable nature and winning personality; and
WHEREAS, Also a winner on the playing field, Mr. Encina
capped 30 years of experience on the baseball field with a momentous
achievement when he won a Senior Olympics championship as a valued
member of the Old Stars; and
WHEREAS, This fine man is a devout parishioner of St. Henry's
Catholic Church in San Antonio, where he holds the distinction of
being the top ticket seller each year for the church's spaghetti
luncheon; a devoted family man as well, he takes pride in the
fulfilling relationship he shares with his wife, Angela, and his
children and stepchildren, Shirley, Santos, Sandy, Veronica,
Raymond, Richard, and Jay, as well as his 17 grandchildren and 11
great-grandchildren; and
WHEREAS, In all his endeavors, Santos Encina has been a
source of inspiration to all who are privileged to know him, and it
is most fitting that he be commended for his commitment to
excellence as he embarks on the next exciting chapter of his life;
now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 4th Called Session, hereby congratulate Santos A.
Encina, Sr., on his retirement from the 37th State District Court
and extend to him sincere best wishes for continued happiness; and,
be it further
RESOLVED, That an official copy of this resolution be
prepared for Mr. Encina as an expression of high regard by the Texas
House of Representatives.
