R E S O L U T I O N
	WHEREAS, February 28, 2004, was indeed a special day for 
James and Jennifer Watkins, for it was on that date that they became 
the proud parents of a handsome son, James Owen Watkins III; and
	WHEREAS, Born at Trinity Mother Frances Hospital in Tyler, 
the young Mr. Watkins weighed in at 8 pounds, 6 ounces, and measured 
21.5 inches in length; and
	WHEREAS, Owen is the grandson of Jim and Greta Watkins of 
Maracaibo, Venezuela, and Ken and Pam Wilhite of Henderson; these 
proud grandparents will join with the many other relatives and 
friends of James and Jennifer in welcoming this irresistible little 
boy into their family; and
	WHEREAS, Blessed with personality and charm, this fine young 
Texan has indeed brightened the lives of everyone around him, and he 
is a tremendous source of joy and delight to his family and many new 
admirers; now, therefore, be it
	RESOLVED, That the House of Representatives of the 78th Texas 
Legislature, 4th Called Session, hereby officially welcome James 
Owen Watkins III as a new citizen of Texas and extend heartfelt 
congratulations to James and Jennifer Watkins on the birth of their 
beloved son; and, be it further
	RESOLVED, That an official copy of this resolution be 
prepared for the Watkins family as an expression of high regard by 
the Texas House of Representatives.
