H.R. No. 272
R E S O L U T I O N
WHEREAS, Mildred Orville Guilmenot Gipson commemorated a
momentous occasion with the celebration of her 90th birthday on
January 25, 2004; and
WHEREAS, The first of six children, Mrs. Gipson was born on
January 25, 1914, in Corpus Christi to loving parents Richard
Arthur Guilmenot and Millie Evers; after completing high school,
she continued her education at St. Philip's College; and
WHEREAS, A devoted wife to her husband, Earl, and a loving
stepmother to his son, Earl Gipson, Jr., she has watched with joy as
her family has blossomed, growing to include an extensive circle of
nieces, nephews, and stepgrandchildren, all of whom have greatly
benefited from Mrs. Gipson's wit and wisdom; and
WHEREAS, During World War II, this remarkable woman joined
the war effort, showing her support for her country and her
brothers, who were bravely defending the United States; a defense
worker at Kelly Air Force Base, Mrs. Gipson excelled at repairing
and rebuilding aircraft instruments, earning frequent praise for
the quality and quantity of her production; after the war, she
embarked on a civil service career at the air force base, eventually
becoming the first woman to serve as the base's equipment
management officer for the motor pool, a position that placed the
authorization for the use of any vehicle under her direct
supervision; and
WHEREAS, In addition to performing her important work, Mrs.
Gipson has long been a champion of civil rights; deeply committed to
the Morale Committee, a group devoted to ensuring equality for
African Americans at the air force base, she strove to improve
working conditions and employment opportunities for all employees;
and
WHEREAS, After an impressive 39 years of service, Mrs. Gipson
retired in 1982 at the age of 69; along with a childhood friend, she
helped form the Carver Volunteers, a group committed to the support
and assistance of the Carver Community Cultural Center, and she
served on the center's board, providing much-appreciated advice and
counsel; and
WHEREAS, An avid reader who enjoys literature and history,
Mrs. Gipson has instilled a love of learning in her family members
and prides herself on her extensive library; and
WHEREAS, Mildred Orville Guilmenot Gipson is a true joy and
blessing to all who know her; her warmth, humor, knowledge, and
vivacity have been a continual source of inspiration to her
countless friends and family members; now, therefore, be it
RESOLVED, That the House of Representatives of the 78th Texas
Legislature, 4th Called Session, hereby congratulate Mildred
Orville Guilmenot Gipson on the milestone of her 90th birthday and
extend to her best wishes for continued happiness; and, be it
further
RESOLVED, That an official copy of this resolution be
prepared for Mrs. Gipson as an expression of high regard by the
Texas House of Representatives.
