H.R. No. 286


R E S O L U T I O N
WHEREAS, Winston Martin is an outstanding leader whose commitment to the city of San Antonio is truly deserving of special recognition; and WHEREAS, A native son of the Alamo City, Winston Martin served as both the city's first director of planning and its first director of urban renewal; he drafted the master plan that shaped the course of San Antonio into the 1970s and has been the innovator behind such renowned local developments as El Mercado, RiverCenter Mall, and UTSA's Downtown Campus; and WHEREAS, Under Mr. Martin's leadership, the Urban Renewal Agency, now known as the San Antonio Development Agency (SADA), acquired funds to obtain the 92 acres that became HemisFair, renovated the Market Square and Washington Square areas, and acquired and cleared the land that eventually would become home to the Alamodome; other SADA projects that he administered include restorations at St. Paul Square, Avenida Guadalupe, and the New Braunfels corridor; and WHEREAS, The man behind the construction of more than 400 new homes in the near Westside and the founder of H.I.P., the city's most successful housing rehabilitation effort, Mr. Martin was drafted by Henry Cisneros in the 1990s to be the housing secretary's special assistant on border colonia programs; since 2000, Mr. Martin has worked alongside Mr. Cisneros for American CityVista, a San Antonio-based housing development corporation that provides housing to neglected inner-city neighborhoods; and WHEREAS, At 80 years young, Mr. Martin recently stepped down as president of American Sunrise, a nonprofit company that he cofounded to provide affordable housing to middle-income families with credit problems; although he plans to curtail his hours as vice president of American CityVista, this amazing octogenarian will no doubt remain an active force with the organization and continue his consulting work for smaller cities; and WHEREAS, Winston Martin has played a pivotal role in making San Antonio the charming and vibrant community it is today, and his remarkable achievements have produced results of lasting benefit to the community's citizens and visitors; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 4th Called Session, hereby honor Winston Martin for his extraordinary accomplishments as a civic planner and that he be commended for his myriad contributions to the development and progress of his beloved hometown; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Martin as an expression of high regard by the Texas House of Representatives.
