R E S O L U T I O N
WHEREAS, On May 20, 2004, the NeTseO Trails Council, Boy Scouts of America, is commemorating its 75th anniversary, and this special milestone provides a fitting opportunity to reflect on the many positive contributions the organization has made to the community over the years; and WHEREAS, Originating from a scouting group in Paris formed under the leadership of Walter E. Boyd, which expanded to include nine Texas counties, the city of Commerce, and three Oklahoma counties, the Lone Star Council of the Boy Scouts of America was incorporated on May 20, 1929, and legally changed its name on December 21, 1955, to the NeTseO Trails Council, Inc.; and WHEREAS, The history of this outstanding council is filled with myriad noteworthy achievements; on January 1, 1914, the first Eagle Board of Review was held for David Dean and Paul Dean, and a total of 38 Eagle Scout insignias were awarded to individuals before incorporation; the first Lone Star Eagle Scout badge was awarded to John Thomas Roberts of Troop No. 3 in Sulphur Springs on July 15, 1929, and overall an impressive 1,437 deserving scouts have earned the rank of Eagle Scout in the council; and WHEREAS, The first Silver Beaver, an honor bestowed on a volunteer by the national council, was presented to W. C. Clark in 1933; since that time, 167 dedicated volunteers in the NeTseO Trails Council have received this prestigious accolade; and WHEREAS, By helping young men build character, understand the responsibilities of citizenship, and develop physical and mental fitness, the NeTseO Trails Council has played an influential role in bettering the lives of many, and it truly deserves legislative commendation; now, therefore, be it RESOLVED, That the House of Representatives of the 78th Texas Legislature, 4th Called Session, hereby honor the NeTseO Trails Council of the Boy Scouts of America on the occasion of its 75th anniversary and extend to all those associated with this noteworthy organization sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for the NeTseO Trails Council as an expression of high regard by the Texas House of Representatives.
