A BILL TO BE ENTITLED
AN ACT
relating to strategies and reports on the recruitment and retention
of public school teachers.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter A, Chapter 21, Education Code, is
amended by adding Section 21.007 to read as follows:
Sec. 21.007. TEACHER RECRUITMENT AND RETENTION STRATEGY AND
REPORT. (a) Not later than January 1, 2005, each school district
shall develop a strategy for the district's recruitment and
retention of teachers over the succeeding five year period. Each
district shall file a written report of the district's strategy
with the agency and the State Board for Educator Certification.
(b) Not later than January 1, 2006, the agency and the State
Board for Educator Certification shall prepare and submit a report
to the legislature based on the teacher recruitment and retention
strategies received from districts under Subsection (a).
(c) The agency and the State Board for Educator
Certification shall adopt guidelines for the implementation of this
section.
(d) This section expires January 31, 2006.
SECTION 2. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect on the 91st day after the last day of the
legislative session.
