SENATE RESOLUTION NO. 8
In Memory
of
Louis Justine Bailey
WHEREAS, The Senate of the State of Texas joins the citizens
of Houston in mourning the loss of Louis Justine Bailey, who died
April 6, 2004, at the age of 76; and
WHEREAS, Louis Justine Bailey was born on December 7, 1927;
she graduated from Jack Yates Junior-Senior High School in
Houston; she was educated at Prairie View A&M University and Texas
Southern University; she also attended several European colleges;
and
WHEREAS, A teacher for the Houston Independent School
District for 51 years, Louis Justine was noted for her outstanding
skills in the classroom; she was recognized several times as
Teacher of the Year for the district, and she was named Teacher of
the Month eight times; and
WHEREAS, An exemplary citizen, Louis Justine served on the
board of directors of the Young Women's Christian Association in
Houston, and she was a charter member of the Houston Black
American Democrats and the Texas Coalition of Black Democrats;
she helped many students attend Prairie View A&M University,
providing financial support to college students for over 35
years; and
WHEREAS, A devout Christian, Louis Justine practiced her
faith in her daily life; she was an active member of Fourth
Missionary Baptist Church, where she served as a Sunday school
teacher and as a choir member and participated in numerous church
activities; and
WHEREAS, Louis Justine Bailey lived her life to the
fullest, and she leaves behind memories that will be treasured
forever by her family and many friends; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 4th Called Session, hereby extend sincere
condolences to the bereaved family of Louis Justine Bailey: her
stepmother, Mrs. M. L. Bailey; her cousins, Billye Ruth Jackson
and Kevin McCoy; and other beloved relatives; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
the members of her family as an expression of deepest sympathy
from the Texas Senate, and that when the Senate adjourns this
day, it do so in memory of Louis Justine Bailey.
