SENATE RESOLUTION NO. 62
WHEREAS, The Senate of the State of Texas is pleased to
recognize Sheila W. Beckett, who is retiring as executive director
of the Employees Retirement System of Texas in June of 2004 after
30 years of loyal service to the state; and
WHEREAS, Sheila has served as executive director of the
Employees Retirement System since 1996; her responsibilities have
included oversight of a $20 billion trust fund and leadership over
programs that provide retirement, health insurance, and other
benefits for more than 200,000 state employees and retirees; and
WHEREAS, She began her career in state government in the 1970s
as an assistant to a special committee formed to study public employee
benefits; she later worked in the Texas House of Representatives,
served as a budget examiner for the Legislative Budget Board,
managed the Spending Analysis Section of the Office of the
Comptroller of Public Accounts, and was a special assistant to the
director of the Texas Legislative Council; and
WHEREAS, Sheila earned a bachelor's degree in political
science from Texas A&M University and holds a master's degree
from The University of Texas at Austin Lyndon B. Johnson School
of Public Affairs; and
WHEREAS, During her tenure as executive director of the
Employees Retirement System of Texas, she has won widespread
acclaim for her outstanding work, and the benefits programs she has
overseen are held up as national models; in 2003, she received the
prestigious National Public Service Award from the American
Society for Public Administration and the National Academy of
Public Administration; and
WHEREAS, A highly respected public administrator,
Sheila Beckett has been an inspiration to those who have had the
pleasure to know and work with her, and her presence at the
Employees Retirement System of Texas will be greatly missed; now,
therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 4th Called Session, hereby commend Sheila W. Beckett
for her many years of invaluable service to the state and extend
to her best wishes for her future endeavors; and, be it further
RESOLVED, That a copy of this Resolution be prepared for
her as an expression of high regard from the Texas Senate.
