SENATE RESOLUTION NO. 160
WHEREAS, The Senate of the State of Texas is pleased to
recognize May of 2004 as National Drug Court Month; and
WHEREAS, Drug courts provide the focus and leadership for
communitywide, antidrug systems, bringing together people who
work in criminal justice, treatment, education, and other fields
in the fight against drug abuse and criminality; and
WHEREAS, The drug court programs combine intensive
judicial supervision, mandatory substance abuse treatment, drug
testing, and escalating sanctions and incentives in order to
break the cycle of drug addiction and its concomitant crime; and
WHEREAS, Judges, prosecutors, defense attorneys, treatment
and rehabilitation professionals, law enforcement and corrections
personnel, researchers and educators, national and community
leaders, and others working in the drug court system have had a
profound impact on their communities through their hard work and
commitment; and
WHEREAS, The drug court system has grown from 12 original
drug courts in 1994 to over 1,200 drug courts nationwide that are
in operation or in the planning stages; and
WHEREAS, Texas has implemented nine drug courts, and four
more courts are in the planning stages; and
WHEREAS, The drug court system is an excellent resource for
communities across our nation in their fight against drug abuse
and crime, and all who participate in their operation deserve to
be praised; now, therefore, be it
RESOLVED, That the Senate of the State of Texas,
78th Legislature, 4th Called Session, hereby express appreciation
for the significant contributions drug courts and drug treatment
professionals make to our society and encourage all Texans to
observe National Drug Court Month.
