SENATE RESOLUTION NO. 161

	WHEREAS, The Senate of the State of Texas is pleased 
to recognize Belén Plasencia of Laredo, who has been selected 
Youth of the Year by the United States Border Patrol and 
Senator Judith Zaffirini; and
	WHEREAS, Belén Plasencia is a senior at United South High 
School, where she excels academically and plays an active role as 
a student leader; and
	WHEREAS, Belén has served as class president all four years 
in high school and has been a member of the Superintendent's 
Advisory Board for the United Independent School District; she 
has participated in many other extracurricular activities and 
programs, including Peer Assistance Leadership, the Science 
Club, the Drama Club and University Interscholastic League Prose 
and Poetry; and
	WHEREAS, Belén Plasencia consistently demonstrates 
compassion and concern for others through her community service; 
she has volunteered many hours of service to the Mercy Junior 
Volunteers, Texas Rural Legal Aid, the Santo Niño Mission Church 
and other worthy causes; and
	WHEREAS, For her exceptional accomplishments, she has 
received more than 15 honors, including the Mirabeau B. Lamar 
Medal Award, the Presidential Classroom Award and the Rotary 
Youth Leadership Counselor Award; and
	WHEREAS, Belén Plasencia is a strong and independent young 
woman who plans to pursue studies in political science and mass 
communications in college; she looks forward to eventually 
participating in politics and in women's leadership development 
worldwide; now, therefore, be it
	RESOLVED, That the Senate of the State of Texas, 
78th Legislature, 4th Called Session, hereby congratulate 
Belén Plasencia on her selection as Youth of the Year and extend 
best wishes to her for the future; and, be it further
	RESOLVED, That a copy of this Resolution be prepared for 
her as an expression of esteem from the Texas Senate.
