SENATE RESOLUTION NO. 200

	WHEREAS, The Senate of the State of Texas is pleased to 
recognize Dr. and Mrs. Franklyn G. Jenifer, who are being honored 
at an appreciation dinner hosted by the Development Board of 
The University of Texas at Dallas on May 20, 2004; and
	WHEREAS, Dr. Jenifer is retiring as president of 
The University of Texas at Dallas after leading the school 
through a decade of exciting growth; and
	WHEREAS, He has overseen a dramatic increase in enrollment 
and research classroom space, the attainment of a $33 million 
endowment to support the Eugene McDermott Scholars Program, and 
the creation of a partnership with Texas Instruments and the 
State of Texas to move the school toward becoming a nationally 
ranked, tier-one research institution; and
	WHEREAS, Under Dr. Jenifer's leadership the university 
has raised funding for scholarships for gifted freshmen and for 
enlarging the school of engineering and computer science and has 
secured full Southern States accreditation; and
	WHEREAS, Dr. Jenifer has bachelor's and master's degrees 
in microbiology from Howard University and a doctorate in 
philosophy from the University of Maryland; he has held 
positions at several universities and served as president of 
Howard University before coming to The University of Texas at 
Dallas in 1994; and
	WHEREAS, Dr. Jenifer has earned the high regard and respect 
of the faculty, staff, and students at The University of Texas at 
Dallas for his strong and innovative leadership, and his wisdom 
and wise counsel will be greatly missed; now, therefore, be it
	RESOLVED, That the Senate of the State of Texas, 
78th Legislature, 4th Called Session, hereby commend 
Dr. Franklyn G. Jenifer for his outstanding service as 
president of The University of Texas at Dallas and recognize 
Dr. and Mrs. Jenifer on the occasion of the appreciation dinner 
in their honor; and, be it further
	RESOLVED, That a copy of this Resolution be prepared for 
them as an expression of esteem from the Texas Senate.
