Amend CSHB 1, Article X, as follows:                                         
	1.  On page X-2, House of Representatives, strike Rider #3, 
Unexpended Balances.
	2.  On page X-4, Legislative Council, Rider #2, after the 
words "Unexpended Balances" strike the first paragraph beginning 
with the words "Any unexpended balances as of August 31, 2003" and 
ending with the words "appropriation to the Council."
	3.  On page II-71, increase funding for Strategy A.1.1., 
Adult MH Community Services, by $11 million in general revenue for 
the biennium.
