Amend CSHB 1 as follows;                                                     
	Amend Sec. 25 (Mental Retardation Medicaid Waiver) of CSHB 1, 
on page II-115, to read as follows:
	(a) Out of funds appropriated to agencies identified in 
Chapter 531, Government Code, the Health and Human Services 
Commission (HHSC) shall [may] identify and transfer funds from 
those agencies in order to fund the current 3/4 bed model in the 
Mental Retardation Medicaid Waiver program [, in an amount not to 
exceed $15,252,792 in General Revenue or $38,341,424 in All Funds] 
.  The 3/4 bed model waiver program costs shall not exceed 85% of the 
non-state school ICF/MR rate.  The transfers of funding between 
agencies are subject to prior approval by the Legislative Budget 
Board and the Governor.  Requests to transfer funds shall include 
the source of funding and method of financing.
