In Article II, add the following language to the 
appropriately numbered rider under the appropriations to the 
Department of Health (II-33):
	55.  Mold Review.                                                              
	a.  Out of funds appropriated above in Strategy A.1.3 
regarding Environmental Health, the department shall conduct a 
review of scientific information related to indoor mold that 
addresses the types of mold that may be harmful to the health of 
humans in an indoor environment.  The review shall determine the 
mechanisms available to accomplish the following:  measure mold in 
an indoor environment, identify concentration levels of mold that 
have been associated with health effects in humans, identify 
correlations between exposure levels and negative health effects, 
identify a safe human occupancy exposure range based on the best 
available science, recommend a system for removing mold, and 
determine the time frames for re-evaluating clean sites.
	b.  In conducting the review, the department may survey 
existing scientific literature relating to indoor mold, 
statistically analyze existing data, and consult with appropriate 
state and federal agencies and appropriate scientific and medical 
experts.
	c.  No later than December 1, 2004, the department shall 
report the results of the review conducted under this Act to the 
governor, lieutenant governor, and the speaker of the house of 
representatives.  The report must identify areas in which future 
research is needed.
