Amend the amendment on page 9 of the amendment packet by 
adding the following:
	(3.) In Article III, under the appropriation to the Texas 
Education Agency, add an appropriately numbered rider to read as 
follows:
	_____. Any funds appropriated by this Act for retiree health 
that exceed a total of $379,802,605 for FY04 or $250,325,988 for 
FY05 may not be expended except to the extent that such funds evenly 
reduce any contribution by active employees beyond 0.25% of the 
employees salary and any contribution by school districts.
