Amend CSHB 1 as follows:                                                     
	On Page II-38 of CSHB 1 add the following rider:                               
	_____. Funding for Alternative Pregnancy Options. Out of 
funds appropriated above, $5,000,000 in each year of the 2004-05 
biennium in federal Maternal and Child Health Block Grant (Title V) 
funds in Strategy D.1.1, Women and Children's Health and $5,000,000 
in each year of the 2004-05 biennium in federal Social Services 
Block Grant (Title XX) funds in Strategy D.1.2, Family Planning are 
allocated to fund a program for alternative pregnancy options.
	The Alternative Pregnancy Options Program shall disburse the 
funds to qualified entities who provide intervention services to 
pregnant women that include crisis intervention, counseling, 
mentoring, support services, pre-natal information and 
informational referrals regarding healthy childbirth, adoption, 
parenting and other services to help ensure healthy and full term 
pregnancies.
	No funding from this program shall be available to any entity 
that directly or indirectly promotes, performs or provides 
abortions or abortion referrals or abortion services.
	No funding from this program shall be available to any entity 
which is associated or affiliated with an entity that directly or 
indirectly promotes, performs or provides abortions or abortion 
referrals or abortion services.
