Amend Amendment No. 11 to CSHB 1 by Heflin in item (1) of the 
amendment by adding Subsection (c) to the rider to read as follows:
	(c) Notwithstanding Subsections (a) and (b) of this rider, if 
HCR 56 is finally approved, the amount of the reductions under 
Subsection (a) of this rider may not result in an appropriation 
lower than necessary to fund the average monthly Medicaid caseload 
reflected in that resolution.  If the reductions specified by 
Subsection (a) of this rider are so great as to reduce the 
appropriations to an amount lower than necessary to fund the 
monthly Medicaid caseload specified by that resolution, the 
increases in appropriations under Subsection (b) of this rider are 
proportionately reduced to by the amount necessary to maintain an 
appropriation necessary to fund that caseload level.
