Amend CSHB 1 as follows:                                                     
	On Page II-38 of CSHB 1 add the following rider:                               
	      .Additional Appropriation for Quality Emergency Care 
Regulation, EMS Fees.The Texas Department of Health is hereby 
appropriated any additional revenues generated in the General 
Revenue-Dedicated Bureau of Emergency Management Account No. 512 
above the amounts identified in fiscal years 2004 and 2005 for 
Account No. 512 in the Comptroller of Public Accounts' Biennial 
Revenue Estimate, for the purpose of regulating emergency services 
providers and emergency services personnel.  Funds appropriated in 
this item may be transferred to the appropriate strategies for the 
purpose of regulating emergency medical services providers and 
emergency services personnel.
