Amend CSHB 1 as follows:                                                     
	In Article II, add the following language to the 
appropriately numbered rider under the appropriations to the 
Department of Health (page II-47):
	25. Reporting Child Abuse. The Texas Department of Health 
may distribute or provide appropriated funds only to recipients 
which show good faith efforts to comply with all child abuse 
reporting guidelines and requirements set forth in Chapter 261 of 
the Texas Family Code.  Recipients of such funds would not be 
required to report child abuse as defined by Chapter 261 of the 
Texas Family Code if the conduct reported was exclusively 
consensual sexual conduct between two minors
