Amend CSHB 1 as follows:                                                     
	Amend Article II, Health and Human Services Commission, by 
adding the following rider:
	_____.  Contingent upon the passage of HB 2292, or similar 
legislation, from the funds appropriated above, the Commission may 
use up to $1.125 million General Revenue (estimated to be total 
funds of $4.5 million) for the implementation of a 'front-end' 
Medicaid fraud program.
