Amend Amendment No. 156 to CSHB 1 found on page 178 by adding 
the following:
	2)  Before expanding a front-end Medicaid fraud reduction 
program into other counties, the commission shall provide a 
detailed cost-benefit analysis to the governor, the lieutenant 
governor, the speaker of the house of representatives, and the 
Legislative Budget Board that certifies that the program will 
result in state savings in the 2004-2005 biennium relating to a 
reduction in front-end provider, third-party, and recipient fraud 
in the Medicaid program.  The commission may not award a contract to 
extend the program to other counties unless the contract includes a 
written guarantee of these state savings.
