Floor Packet Page No. 179 Amend CSHB 1, at page II-55 (Health and Human Services Commission), by adding a new rider to read as follows: " . The Health and Human Services Commission shall establish a work group comprised of providers, advocates, appropriate agency staff, and other persons or entities deemed by the Commissioner to be necessary to accomplish this charge. to: a) Evaluate its current regulatory and administrative functions, and those of the agencies under its jurisdiction, relating to the provision of mental retardation services, and recommend ways to eliminate duplicative functions, while maintaining services and ensuring ongoing agency accountability; b) Review its current statutory authority and rules, regulations and procedures, and those of the agencies under its jurisdiction, relating to the provision of mental retardation services, to identify those which exceed federal requirements, add no value to current programs, are duplicative, or are overly burdensome or costly, for the purpose of achieving an overall reduction in paperwork requirements imposed upon persons subject to its regulation of at least 10% by September 1, 2005, through: (1) revision of its own rules, regulations and procedures; (2) recommendations for revision of rules, regulations and procedures of those agencies under its jurisdiction; and (3) and recommendations for statutory changes by the legislature. c) The Commission shall report its findings, actions and recommendations to implement this directive to the Legislative Budget Board, the Senate Finance Committee, the House Appropriations Committee and the Governor's Budget Office not later than October 1, 2004."
