Amend CSHB 1 as follows:                                                     
	In Article II, add the following appropriately numbered rider 
under the appropriations to the Health and Human Service 
Commission:
	_____.  No requirements for prior authorizations or other 
restrictions on medication used to treat mental illnesses such as 
schizophrenia, depression or bipolar disorder may be imposed on 
Medicaid recipients.  Meditations that will be available shall 
include atypical anti-psychotic medications, conventional 
anti-psychotic medications and other medications used for the 
treatment of mental illnesses.
