Amend CSHB 1, under the Article II appropriations to the 
Health and Human Services Commission, by adding the following 
appropriately numbered rider:
	_____.  Selective Contracts With Health Care Providers.  (a)  
The Health and Human Services Commission shall, if cost-effective, 
develop and implement a system of selective contracts with health 
care providers for the provision of the following services or 
supplies to recipients of medical assistance:
		(1)  hospital services;                                                       
		(2)  laboratory services;                                                     
		(3)  durable medical supplies; and                                            
		(4)  eyeglass services.                                                       
	(b)  In implementing a system of selective contracts, the 
department must consider the quality of services provided and the 
cost of services or supplies provided.
