Amend Article II, CSHB 1, on page II-55, Health and Human 
Services Commission, by adding the following rider and renumbering 
the remaining riders appropriately:
	"_____.  Contingency Appropriation:  Contingent upon the 
enactment of HB 1893 or similar legislation, the Texas Information 
and Referral Project (211) shall be appropriated $8,000,000 in 
Fiscal Year 2004 and $8,000,000 in Fiscal Year 2005 from the 
Universal Service Fund.  These funds shall be used for 
telecommunications services relating to the continued development 
of a 211 system."
