Amend CSHB 1 in Article II of the bill by adding the following 
appropriately numbered rider following the appropriations to the 
Texas Department of Human Services:
	_____. Contingency Appropriation for HB 2124. Contingent 
upon the enactment of HB 2124 or similar legislation relating to the 
establishment of video lottery gaming by the 78th Legislature, 
Regular Session, the Texas Department of Human Services is hereby 
appropriated $115,703,563 for fiscal year 2004, and $124,626,347 
for fiscal year 2005 to Strategy A.1.1. Community Care Entitlement, 
$4,250,379 for fiscal year 2004, and $4,250,379 for fiscal year 
2005 to Strategy A.1.3. Community Care State, $6,329,079 for fiscal 
year 2004, and $6,599,539 for fiscal year 2005 to Strategy A.1.5. 
LTC Eligibility and Service Planning, and $16,110,589 for fiscal 
year 2004, and $17,012,792 for fiscal year 2005 to Strategy A.1.7. 
Integrated Service Delivery from the General Revenue Fund.
