Amend Amendment No. 177 by Hilderbran to CSHB 1 (page 200, 
amendment packet) by striking the text of the amendment and 
substituting the following:
	Amend CSHB 1 in Article IX of the bill by adding the following 
appropriately numbered subdivisions to Section 11.29 (page IX-86):
	(_)  Department of Human Services, $115,703,563 for fiscal 
year 2004 and $124,626,347 for fiscal year 2005 in additional 
general revenue for Strategy A.1.1, Community Care-Entitlement; 
$4,250,379 for fiscal year 2004 and $4,250,379 for fiscal year 2005 
in additional general revenue for Strategy A.1.3, Community 
Care-State; $6,329,079 for fiscal year 2004 and $6,599,539 for 
fiscal year 2005 in additional general revenue for Strategy A.1.5, 
LTC Eligibility and Service Planning; $16,110,589 for fiscal year 
2004 and $17,012,792 for fiscal year 2005 in additional general 
revenue for Strategy A.1.7, Integrated Managed Care Systems; 
$15,000,000 for the state fiscal biennium ending August 31, 2005 in 
additional general revenue for Strategy A.1.4. In-Home & Family 
Support; $13,000,000 for the state fiscal biennium ending August 
31, 2005 in additional general revenue for Strategy A.1.6. Nursing 
Facility & Hospice Payments; $12,250,000 for the state fiscal 
biennium ending August 31, 2005 in additional general revenue for 
Strategy B.1.1. TANF Grants (Formerly AFDC); and $1,532,520 for the 
state fiscal year ending August 31, 2004 and $1,532,520 for the 
state fiscal year ending August 31, 2005 in additional general 
revenue for Community Alzheimer's Resources and Education (CARE) 
Program; with these amounts contingent on the enactment of 
legislation relating to the establishment of video lottery gaming 
by the 78th Legislature, Regular Session;
	(_)  Texas Department of Health, $5,400,000 for the state 
fiscal biennium ending August 31, 2005 in additional general 
revenue for Strategy A.3.2. Immunizations; and $9,700,000 for the 
state fiscal biennium ending August 31, 2005 in additional general 
revenue for Strategy D.1.3. Special Needs Children; with these 
amounts contingent on the enactment of legislation relating to the 
establishment of video lottery gaming by the 78th Legislature, 
Regular Session;
	(_) Texas Department of Mental Health and Mental Retardation, 
$6,500,000 for the state fiscal biennium ending August 31, 2005 in 
additional general revenue for Strategy B.1.1. MH State Hospital 
Services; $15,300,000 for the state fiscal biennium ending August 
31, 2005 in additional general revenue for Strategy C.1.4. MR 
Community Residential Service; $7,488,142 for the state fiscal 
biennium ending August 31, 2005 in additional general revenue for 
Strategy D.1.1. MR State School Services; $25,000,000 for the state 
fiscal biennium ending August 31, 2005 in additional general 
revenue for Strategy C.1.2. MR Medicaid Waiver Services; and 
$7,000,000 for the state fiscal biennium ending August 31, 2005 in 
additional general revenue for Strategy C.1.1. MR Community 
Services; with these amounts contingent on the enactment of 
legislation relating to the establishment of video lottery gaming 
by the 78th Legislature, Regular Session;
	(_) Texas Department of Protective and Regulatory  Services, 
$2,400,000 for the state fiscal biennium ending August 31, 2005 in 
additional general revenue for Strategy A.1.2. Child and Family 
Services; $1,300,000 for the state fiscal biennium ending August 
31, 2005 in additional general revenue for Strategy A.1.7. At-Risk 
Prevention Services; $600,000 for the state fiscal biennium ending 
August 31, 2005 in additional general revenue for Strategy A.1.3. 
CPS Purchased Client Services; with these amounts contingent on the 
enactment of legislation relating to the establishment of video 
lottery gaming by the 78th Legislature, Regular Session;
	(_) Teacher Retirement System, $296,000,000 for the state 
fiscal biennium ending August 31, 2005 in additional general 
revenue for TRS Care and Active Care pass-through; with this amount 
contingent on the enactment of legislation relating to the 
establishment of video lottery gaming by the 78th Legislature, 
Regular Session;
	(_) Texas Higher Education Coordinating Board, $20,500,000 
for the state fiscal biennium ending August 31, 2005 in additional 
general revenue for Strategy B.1.1. Tuition Equalization Grant 
Program; and $78,000,000 for the state fiscal biennium ending 
August 31, 2005 in additional general revenue for Strategy B.1.11. 
Texas Grant Program; with these amounts contingent on the enactment 
of legislation relating to the establishment of video lottery 
gaming by the 78th Legislature, Regular Session; and
	(_) Texas Education Agency, $5,000,000 for the state fiscal 
year ending August 31, 2004; and $5,000,000 for the state fiscal 
year ending August 31, 2005 in additional general revenue for 
Strategy A.2.5. School Improvement and Support Programs; with these 
amounts contingent on the enactment of legislation relating to the 
establishment of video lottery gaming by the 78th Legislature, 
Regular Session.
