Amend CSHB 1 as follows:                                                     
	(1)  In Article II, add the following appropriately numbered 
rider under the appropriations to the Texas Department of Human 
Services:
	_____.  PROHIBITION ON ELECTRONIC IMAGING.  No funds 
appropriated by this Act may be used to pay for electronic 
fingerprint-imaging or photo-imaging of adult or teen parent 
applications for or adult or teen parent recipients of the 
Temporary Assistance for Needy Families program.
	(2)  In Article II, under the appropriations to the Texas 
Department of Human Services, reduce the amounts appropriated from 
the General Revenue Fund for Strategy B.1.2.  CSS Eligibility &
Issuance Services (page II-xx) by $1,149,495 for the fiscal year 
beginning September 1, 2003, and $1,149,495 for the fiscal year 
beginning September 1, 2004.
	(3)  In Article II, under the appropriations to the Health and 
Human Services Commission, increase the amounts appropriated from 
the General Revenue Fund for the Breast and Cervical Cancer 
Treatment Program by $1,149,495 for the fiscal year beginning 
September 1, 2003, and $1,149,495 for the fiscal year beginning 
September 1, 2004.
